Te Ramanui Civic Centre

Te Ramanui o Ruapūtahanga, located at the corner of High and Regent streets in Hāwera, was developed as the new facility housing Hāwera LibraryPlus, the South Taranaki iSite Visitor Information Centre, AA Services, Lysaght Watt Gallery, and a café. South Taranaki District Council (STDC) commissioned the project with Livingstone Builders as the main contractor, who subcontracted Excavat to manage all carpark civil works and hard landscaping components. Our comprehensive scope encompassed the complete exterior civil works package, providing the essential groundwork for this significant new structure to South Taranaki.

Project Requirements & Goals

The primary objective for Excavat’s earthworks component was to prepare the carpark area and execute the civil hardscaping according to exacting architectural specifications. This precision was crucial to ensure structural integrity and seamless integration with the main building.

Several site-specific conditions presented notable challenges. Hawera’s variable weather patterns required careful planning and flexible scheduling to minimise disruptions. The urban location meant navigating a complex network of underground services that needed protection throughout the construction process. The discovery of contaminated soil demanded specialised handling protocols and disposal methods to ensure environmental compliance and worker safety. Additionally, the project specifications called for strict compaction rates to ensure long-term structural integrity of the carpark surface.

Execution & Approach

Excavat delivered a comprehensive civil works package tailored to the unique requirements of Te Ramanui o Ruapūtahanga. Our service provision encompassed concrete laying for pathways and structural elements, asphalt paving for the carpark surfaces, precision kerbing to define spaces and manage water runoff, and meticulous sub-base compaction to ensure lasting stability.

Technology played a crucial role in achieving the precision required for this project. Excavat deployed advanced GPS rover and base systems that allowed our operators to achieve millimeter-accurate grading and placement. This technology was particularly valuable in ensuring that the finished surfaces would integrate seamlessly with the architectural elements of the main building structure.

Weather conditions in Taranaki also presented challenges, with periodic heavy rainfall threatening to delay critical earthworks operations. Excavat’s response was to implement enhanced drainage solutions during construction phases and utilise specialised geotextile materials that allowed work to continue even in less-than-ideal conditions. Our fleet of modern machinery, equipped with precision control systems, helped maintain productivity despite these challenges.

Project Completion & Outcome

The primary deliverable for Excavat was to provide a seamless civil package that would allow Livingstone Builders to complete the Te Ramanui Library project within the council’s strict deadline parameters. This required not just technical excellence but exceptional project management to coordinate multiple work fronts and integrate our activities with other contractors on site.

The project was a complete success from both Excavat’s perspective and that of our client. We delivered the complete package on schedule, ensuring that there were no penalties for timeline overruns.
